Transportation Solutions led a Colorado Department of Transportation-funded initiative to explore how transportation demand management (TDM) can address housing affordability. Working alongside affordable housing developers, local governments, transportation professionals, and financial partners, we researched the relationship between parking supply, development costs, and resident travel behavior while piloting TDM strategies at affordable housing communities throughout the Denver region.
The resulting handbook demonstrates how reducing unnecessary parking when paired with targeted TDM strategies, such as subsidized transit passes, carshare, bicycle amenities, and resident outreach, can lower development costs, increase the number of affordable housing units, and improve access to transportation. The report also provides developers with a practical framework for selecting TDM strategies based on site context, parking demand, and project goals, supported by Colorado case studies and real-world implementation examples.
As part of the project, Transportation Solutions designed and implemented outreach pilots at multiple affordable housing properties to better understand resident travel behavior and identify the most effective engagement strategies. Through in-person events, transit education, mobility incentives, and partnerships with property managers and resident ambassadors, the team demonstrated that trusted relationships and personalized support are essential to increasing the use of sustainable transportation options.
The handbook concludes with recommendations for developers, policymakers, lenders, and housing partners to better align parking practices with demonstrated demand, invest in TDM as part of the development process, and support housing affordability through integrated transportation solutions.
